Peasant Woman Jean-Francois Millet purchased for $2.99

So I was at a goodwill and looking around I found this for $2.99. I didn't know much about Jean-François Millet before I looked up his initials.  I'm still not sure what medium is used or what exactly it's on and why it was mounted on that horrible gold pained wood (apparently in Italy?) It looks like the signature is cut to frame it? The paper is a bit glossy and you can see the raised areas where the ink? charcoal? is on the paper.  Any input would be appreciated.
