Filemón studied at the Rufino Tamayo Workshop in the City of Oaxaca, where he related to a new generation of artists that has promoted the most recent promotion known as the Oaxacan School of Painting. Later he traveled to the city of New York in study plan.
He began to exhibit his work individually in 1978, and collectively in 1980. His work has received recognition from specialized critics. In 1980 he was awarded the Logan Prize from the Art Institute of Chicago.
At the Museo Amparo, the work of Filemón Santiago was presented in the exhibitions On Desire and Memory (1995) and Cardinal Proposals as a Prelude to the 21st Century (2001).
