Satta Pass presented travelers with one of the most spectacular views on the Tokaido. As abbreviated figures climb the arduous path, sailboats bob in Suruga Bay far below. Though Hiroshige would have traversed this scenic outlook, travelers of the early Edo period were not as lucky. Before the completion of the mountain path in 1655, travelers were required to wait at the cliff ’s edge until the tide receded enough to proceed to Okitsu on the beach.
